Justice Department lawyer Gregory Addington told a U.S. District Judge Lloyd George that seasonal fluctuations have further reduced water flows in a century-old canal that supplies parched farmlands east of Reno and urged the judge not to block the U.S. Bureau of Reclamation from increasing flows again this fall and winter through Fernley, where earthen walls of the Truckee Canal collapsed in January and flooded nearly 600 homes.
